أعلن الرئيس الأمريكي، جو بايدن، عن تفاصيل الضربة التي نفذتها القوات الأمريكية في بغداد يوم الخميس الماضي، والتي أسفرت عن مقتل مشتاق طالب السعيدي، أحد مساعدي قائد حزام بغداد في الحشد الشعبي، المعروف باسم “أبو تقوى”. وأشار بايدن إلى أن هذا القرار جاء في إطار مسؤوليته في حماية المواطنين الأمريكيين وأنه على استعداد لاتخاذ مزيد من الإجراءات للتصدي للتهديدات والهجمات القادمة. كما أكد أن هذا الإجراء يتوافق مع القانون الدولي وحق الدفاع عن النفس وفقاً للمادة 51 من ميثاق الأمم المتحدة.
وفي رسالته إلى رئيس مجلس النواب، أوضح بايدن أن هذا العمل العسكري جاء وفقاً لسلطته الدستورية بصفته القائد الأعلى للقوات المسلحة ورئيسًا للبلاد، وأن هدفه كان حماية المواطنين الأمريكيين وتعزيز الأمن القومي. وأشار إلى أن هذا الإجراء كان متناسبا مع الوضع وتماشى مع مسؤوليته في الدفاع عن مصالح الولايات المتحدة في الداخل والخارج.
كما أعرب بايدن عن استعداده لاتخاذ المزيد من الإجراءات في حال تجدد التهديدات أو الهجمات القادمة، وأكد أن الولايات المتحدة كانت ممارسة حقها في الدفاع عن النفس وأن ما قامت به يتوافق مع القانون الدولي. وبهذا الإعلان، يمكن اعتبار الضربة الأمريكية في بغداد جزءًا من استراتيجية بايدن في التعامل مع التهديدات المحتملة من قبل الجماعات المسلحة والتي يمكن أن تؤثر على العلاقة بين الولايات المتحدة والعراق.
Overall, the US President Joe Biden has informed the Congress about the details of the strike carried out by the US military in Baghdad last Thursday, resulting in the killing of Mutaq Talib al-Saadi, the deputy commander of the Popular Mobilization Forces in the Baghdad Belt, known as “Abu Taqa”. Biden stated that the decision to carry out the military strike in Iraq was in the context of his responsibility to protect American citizens and that he is prepared to take further action to address further threats or attacks. He also confirmed that this action was in accordance with international law, and the right to self-defense as stipulated in Article 51 of the UN Charter.
In his letter to the Speaker of the House of Representatives, Biden explained that this military action was in accordance with his constitutional authority as the Commander-in-Chief of the Armed Forces and President of the country, and that his goal was to protect American citizens and enhance national security. He also stated that this action was proportionate to the situation and in line with his responsibility to defend the interests of the United States at home and abroad. He also expressed his readiness to take further action if there are renewed threats or attacks and reaffirmed that the United States was exercising its right to self-defense and that what it did was in accordance with international law. Therefore, the US strike in Baghdad can be considered as part of Biden’s strategy in dealing with potential threats from armed groups that could affect the relationship between the United States and Iraq.
